You see, Daniel C. Dennett has asked the same question (and several others along the same lines) in the book linked below.
In a nutshell, the answer is that both would be you at the moment of creation but would then diverge into two 'non-yous' from that point on (just as you change from your prior you to a new you on a continuous basis).
A similar situation is had (although obviously without the *exact* same atoms) with identical twins.
