question about journals

I have seen references to the fact that the church asked for members to turn in journals of their ancestors to become part of the church archives. How did this happen? I know the Church took back copies of the Journal of Discourses. Was it similar with personal diaries and journals? Did they simply request them and members willingly turned them over? Thanks to anyone who can provide information.
