Searching for a Quote from Relief Society President cut out of Ensign

A number of years back a member of the RS Presidency talked about "partnership with the brethren" at General Conference which was subsequently cut out or at least not included in the GC Ensign.

Does anyone happen to remember who that sister was and what the quote exactly said?

Any help keenly appreciated.
