After the revelation of abuse in the missionary training center and the public humiliation of the revelation of the sex interviews of children, the church put out a statement saying abuse is not tolerated.

Then their actions were legal protection of the abusive mission president and a smear campaign against his victim. A reaffermation of the need to interview children about their sexual activity, though they can be interrogated in front of a second adult.

So actions vs words.

In addition. The bishop that started the protect our children movement was excommunicated for talking against the church.

No excommunication for the admitted MTC president that took female missionaries to a special room in the MTC for sex.
