Not necessarily. Some are better than others. A few years ago, Consumer Reports tested condoms, and found that Planned Parenthood's had a high failure rate.
only halfway listening or a quarter of the way listening. Did Utah taxpayers pay for the condoms? If they didn't, then why does Gary Herbert have the right to ban them?
I guess it is better this way as he is making Utah and the mormons look ridiculous again.

I wonder what morals' busybody brought it to his attention. I think he "got told" by some morals' enforcer he had to do something about it. Instead of laughing it off in the back pages somewhere, the state blew it up on the world stage.
