Were there any Mormons in Heber who opposed the lights?

I'm referring to the variance granted to the LDS juggernaut to light up their new temple (google it- my laptop won't let me copy a link). Apparently a whole lot of people objected, but the Mormons won out. Quelle surprise. Does anyone know if any Mormons were in the opposition camp? Thanks.

My understanding was that quite a few were opposed to changing existing city ordinances to accommodate the church.

But again, changing existing ordinances is something the church excels at.

Also it appears it was the county not the city that kowtowed to the church.
