It seems to be the not-blocked-by-the-atmosphere UV light that kicks off the perchlorates killing living things.

So Martian potatoes might still be possible...if, like Watney, you grow them in an area protected from the sun's UV light :)

And you introduce "new" bacteria though something like...um...human feces.

Idaho produces 13 billion pounds of potatoes per year. California produces 1.3 billion pounds per year.
