I think your question really is whether it would be put into booklet form and distributed the way it used to be.

Probably. But I think the men on the committee would have to tie one hand to the their chairs as they masterly debated the merits of not handling your little factory, or things could get out of hand quickly.
I think they would be considered the union stewards of all the little factories of the church.
