From his reply in your other thread, sounds like no. He doesn't have the resources that the corp does.

It may be that Tom’s efforts in England may have had everything to do with the Church losing it Tax Exempt status regarding the Temple.

A major flaw in that theory. The initial property tax decision on the Preston Temple was in 2006, and the Phillips case was in 2014.
