So Stapley believes we should follow Joseph Smith's teachings when it comes to civil rights, because those who have acted contrarily (he cites the fates of three U.S. presidents and a personal friend) have met a terrible end.

It was not a constitutional amendment, it was the civil rights act of 1964. Incidentally, while it was strongly supported by Lyndon Johnson, it passed in Congress with substantial Republican support. Southern Dems, aka Dixiecrats, were generally opposed.
