But what do they represent?
It is the total number of people who have been baptised but who are not deemed to be dead.
If you are dead and the Church doesn't know about it then you will be included in the number (I think after you reach the age of 110 you are removed from the list wether they know you are dead or not).
If you are no longer a believer or no longer attend but have chosen not to resign or have not been excommunicated then you are still included in the number. This means that you may consider yourself something other than a Mormon, but officially you are still a Mormon - at least in the Church's eyes.
The number is not a reflection of the number of believers.
The number is not a reflection of the number of attenders.
The number is not a reflection of the number alive.
The number therefore cannot be considered an accurate reflection of membership.
