Can federal RICO statutes be used against the FLDS?

It seems like there is an interstate conspiracy to cover up the crimes that Warren Jeffs was convicted of.

I have thought the RICO statutes should have been used in the Catholic church when they were moving priests from place to place to cover their crimes.

This seems like a case where the feds should step in and seize everything.
