Potential converts lured by job offers?

One of the very few investigators in this stake is unemployed and he told me that he had been promised a job by the Church. It seems that the hypothetical job is in Utah and he would be willing to relocate (from Europe) because the job market is dead here. However, he will find out what job he is going to get ONLY AFTER his baptism.

Sounds like a scam to me. Are they ripping him off?

One of my brothers used to run a roofing company in SLC, and he'd recruit Samoan and Tongan laborers at the airport. So...there's that.
