Actually, they were focused more on the Poly Crypt gangs. It goes like this. Kids get in trouble in California. TBM parents send them to Utah to live with relatives in order to get them away from the bad influences. Relatives can't control the kids. Kids start recruiting more members.

The other major problem is that the church was forcing the police city to basically ignore the problem for many years, because they didn't want to destroy the image of Utah as a family friendly place.
