What are the theories as to why the Senate is democratic, the White House is democratic, and the House is Republican?

I have some thoughts, but want to hear what others think as well. The House, should be the most diverse, representative group in our political system.

OK, that's my answer, so to stir up the discussion what is to be done.

I absolutely that SF should be represented by a nut like Nancy Pelosi and that Texas should have their partisan hacks, but Americans keeps voting in their incumbent hacks, even though they hate them. The House should be diverse and organic, the most representative of its' citizens. Flexible and adaptive.

One thing California did that I like is that they made it possible in a primary election for the top two vote getters, regardless of party can advance. That means that the fringe political nut will likely have a less fringe political nut from the same party, rather than a sacrificial lamb from an opposition party.

The House is corrupt, not by party, just flat out corrupt by process.
