1. There is a case of a serial killer who has framed a number of innocent persons. Several are on death row right now. One has already been executed. 2. As for the answer to the question, Mormon doctrine is irrelevant because "blood atonement" is wrong. 3. Because of how flawed is our system of determining guilt, we should, indeed we must, abandon capital punishment.
NOTE: Above assumes that "wrong serial killer" refers to an innocent man. i.e. that the real serial killer got away.

We know this because it follows the example that Jesus/God gave us!
Christianity teaches that people are supposed to be accountable for their actions, except for all the times God decides to override and do the opposite! See? It all makes sense!
As long as the wrong serial killer accepts Jesus as his Lord and Savior, it's all good!
Besides, silly FDB, don't you know God fixes all the boo boos and makes everything right in the afterlife?
