To paraphrase an old cliche, "Bad behavior continues until it becomes more painful to continue the bad behavior than it does to cease it."
It's arguable that TSCC is experiencing one of the most painful periods of its existence. Their problems only seem exacerbated by the miscalculated tweaks they've been making around "the fringes" of their core problems. For one, I suspect they've been battling an intractable mindset of the "old guard" (probably most of the "15") who resist serious change. Two, there are probably some in the 15 who can see the need for serious change, but like the ride they're on (i.e. Church Broken types) and are afraid to "rock the boat." Thirdly, a good portion of the 15 realize any serious changes has the potential to seriously damage their credibility & expose them for the charlatans they are.
I suspect they'll continue to only make minor "tweaks around the fringes" because they haven't any good options. This, most likely, will doom TSCC to a shrinking membership, shrinking revenues and shrinking influence. If the "15" think their plight is painful and difficult now, it's about to take on a whole new meaning because they don't have the option of ceasing their bad behavior and/or won't.
WHILE THEYRE good at changing public Issues. Polyg. Blacks & the priesthood. They dont really change their attitude and goals. The Big 15 are so far removed from sociaty I doubt they really change. If theydid theyd need to do a total overhaul on how they treatpeople'the excessive demnds and all the claim of total authority and speaking for God! Knowing that they dont ever admit to mistakes, I really cant see it happening.
