Plz explain the difference in prayers being answered

On the one hand, people are taught that if you get a negative answer to your prayers, satan is causing stumbling blocks, decieving you, etc.

On the other hand, there are times when God says no.

If you are a believer, how do you know the difference? Is there really any difference? Maybe the satan thing is just rationalization for things not going the person's way.

(This is just a rhetorical question.)
