I wouldn't even do that if I was collected unemployment. When I have a little extra to share, I share, but when things are tight, I take care of my needs and the needs of my family first.
It depends on your bishop and what a hard@$$ he is or not.
I've heard of bishops telling poverty-level students that they have to pay tithing on their scholarships. You got a tuition-waver that covers $15,000 in tuition that you'd otherwise have to pay? Then you owe $1,500 in tithing.
Most governments would not be pleased to discover that someone was giving 10% of the tax-payers money to a church. Unemployment insurance is supposed to be for living expenses.
Some people do choose to pay their tithing on government assistance anyway, in fear of losing a blessing. They think if they pay, that God will bless them faster with a new job. But the Bishop can`t force you to pay, or otherwise call you unworthy.
Several times I renewed my temple recommend while between jobs, without paying any tithing. The Bishop just said, "No, you don't have to pay on your unemployment insurance."
What's really sickening is that when I worked in a Marriott Hotel, we had a convention for ministers who worked with poor urban congregations. Every single minister showed up in a $100,000 car, perfectly washed and waxed, wearing designer suits, with their wives wearing jewelry that cost more than any of their congregants saw in an entire year. All their money came from people who were on government support, and had a minimum wage paying job at best.
The concept is to make you feel guilty and wonder about this every time you receive money. They'll take the money, you can bet on it. Don't give it to them.
Tithing is always optional, whether you earn wages or not. Don't let anyone tell you otherwise. They are obviously lying. Besides, why does a megabillion church need your money?
To me, you've been paying into the unemployment insurance program while working, which means that if you pay tithing on unemployment, you're paying it twice. I think the whole thing is extortion the way the Morg puts such an emphasis on it. They use guilt to make sure people pay it, as shown by that thread about retirees paying on their retirement income which was already tithed on.

No, you don't. Unemployment or disability money has no tithing obligation on them.
Tithing is paid on 'income,' according to their Handbook.
Unemployment or disability payments by the government are assistance, not income.

If offered grudgingly (Do I haaave too?) it will be accepted, and you will also be guilt-tripped.
BTW, unemployment compensation is also taxed as regular income in the US. Rich people have better lobbyists than poor people. If it is taxed as income, an argument can be made that it should be tithed.
OTOH, inheritances, up to some ungodly level, are tax free (unless they are from untaxed money, like a 401K). LDS Inc no doubt thinks those should be tithed too.
Here is the basic rule: they always want their 10% cut.
If you pay tithing the Lard is supposed to open the windows of heaven. It seems to me if a person is paying tithing you should never be in a position to draw unemployment. You shouldn't have to worry about losing your job. The Lard takes care of these things because you paid your tithing.
