Most likely, someone in your local area using the same ISP was banned by IP address. This will prevent anyone in the area from posting on RFM.

I've seen that happen in other forums when admin set a "server ban" that blocked a whole range of IP addresses belonging to the same ISP. It isn't specific to the individual who broke the rules, so a lot of other people end up unable to post as well.
