Because gays in Utah, many of them formerly or still Mormon, suffer from the Stockholm Syndrome and think the cult actually still loves them and will treat them right.
It's not an either/or proposition. They have been negotiating with legislators. Several Utah cities passed anti-discrimination ordinances, and have been introduced in the state legislature for several years now, but have failed to pass so far.
Everyone knows that if LDS Inc supports something in Utah, it is far more likely to pass, especially if LDS Inc was previously vehemently opposed. Everyone is right.
Prop 8 was just seven years ago. LDS Inc has come a very long way with what for them would be considered blazing speed.
