Back in the late 70's and early 80's, I worked at VW dealership in SLC and for a period of time, handled the licensing for all the cars we sold.
Utah had started issuing vanity plates and we had a new customer by the name of Dennis Ficker, who lived in Park City. He wanted a new Utah plate with his last name on it, and the DMV denied his application, saying it was too close to a word that had a "prurient connotation".
I don't remember exactly what happened, but as I recall Mr. Ficker had lived back east somewhere. The state there denied his application and he took them to court. It took them less than 60 days to allow him to have the plate with his name.
After Utah denied him, he took in the paperwork from his court case and it took Utah less time to allow his application.
