I don't know about Utah, but in Massachusetts the shelters aren't allowed to take left-over food from restaurants, catering events, and the like. The preparation, storage, transportation, and temperature(s) of the food can't be safely accounted for.
From time to time caterers would come in with trays and trays of great stuff. We'd take it (FAST!) into a back room, scarf the stuff down, fill up tupperware containers, and try to make sure none of it went to waste. Alas, we couldn't give any to the residents or guests, and tried to make sure they didn't know of its presence, which would have been a tease.
So, ConcernedCitizen, leftover "Funeral Potatoes?" My guess is: "No."
