Franklin Roosevelt was the first US president to send an envoy to the Vatican, accepting it as a state and not only a religious capital. When he did so, he was roundly criticized by patriotic American protestant politicians, who condemned him for accepting the Vatican as a state and not just the head of the evil Catholic church.
Now, American protestant politicians welcome the representative of both the state and church in the Vatican as an honored guest, and can't wait to have him speak in the capitol (as long as he doesn't say anything anti-protestant, of course).
The pope is speaking as a guest and as a world leader. He has no power here,he cannot make laws etc. He is making a speech which probably wont be about Catholicism.There is no Constitutional reason to prevent him. BTW,the fundie protestant climate change deniers are not real supportive of this pope.
