Is it true?

I recently heard a rumor (can't remember from where) that the ward budget will now be determined by HT and VT numbers rather than sacrament meeting attendance. Is this true? As soon as I heard it, the local HT started showing up. They haven't come by for years and now it is regular every month. Anyone else heard this or know anything about it?

For the YSA ward I'm in it is still based on attendance. We'd have practically nothing if it was based on HT.
