Flooding is a possibility whenever you have low-lying ground, and especially when that ground is located next to bodies of water. If a rainstorm causes the water levels to rise too quickly, the banks of rivers, etc. will overflow. Where I live you know not to drive in certain areas whenever a flood watch is posted. Those areas are prone to flooding. The recent flooding in Ellicot City, Maryland is a good example of this. Ellicot City has flooded before and will flood again. It is located in a valley near two major rivers. If a flood watch is posted, you would have to have your head examined to drive through Ellicot City. Other areas along the coast may rarely flood in event a hurricane passes through.

So therefore, flooding is not an "act of God." Whenever there is too much water, the locals normally have a pretty good idea of just where that water is likely to go.

Similar to the city creek area, another well known shopping district, there is an out door creek (Brush Creek) that floods occasionally. Only difference is that it didn't take 3 billion dollars of tithing to build the Plaza.
