North Korea's been ruled out as a possible suspect, but officials still don't know who is behind the attack ....

A third attack is ongoing, after the initial one this morning that shut down major websites and services, when the NBC news story reached the press an hour ago.

A group of hackers from China and Russia are claiming responsibility for the cyber attack today, per latest news.
