I very very highly doubt it. A lot of religious fundamentalist people have traditionally hated sex and everything like it. It's part of the idea that Eve gave the fruit to Adam and everyone became sensual and devilish. Which they think that sex is a part of.
AS much as the church does to repress the sexual impulse, it just makes masturbation more likely to happen. So what they DO is actually having the opposite effect than what they SAY. Problem is that when sex becomes part of a marriage and is "okay" its dysfunctional, dirty, and clouded mired in guilt and shame.

The whole sex is evil until marriage would screw up just about anybody.
Remember way back in 1982 when they came out officially against oral sex for married couples? Remember how there was a big brouhaha over it because Bishops were actually asking for details of what married members were doing in their bedrooms? Remember when the First Presidency sent out a letter a bit later instructing bishops not to ask such questions?
Also does anyone know of any time SINCE then that the Church has officially instructed anyone that oral sex among married couples is (to quote the First Presidency in 1982) "an unnatural, impure, or unholy practice"?
So this is how it works. They do what they claim is "God's will" unless it causes big problems for them. Then they quietly stop doing it and let any memory of it fade away. So, now that there's a HUGE public backlash against bishops grilling kids about masturbation, they'll quietly phase it out and let the memory of it fade.
Oh, and remember, the Church is run by inspiration from God and never changes things due to public pressure. Yeah, right!
I can see that maybe someday they'll adopt a don't ask don't tell position towards it. But then, maybe not - its such a useful way to control the youth.

They are loosing the youth because of the internet etc., Masturbation isn't that much of a control.

The sheer damage this must have done to untold children aged twelve up is unbelievable; in fact, I would classify it as a form of (mental) child abuse!
And the church got away with it - and continues to get away with it!
As far as I am aware, it still comes up in "personal worthiness interviews" to this day.
The sheer horror and the damage inflicted upon people is just awful.
I, personally, can remember masturbating in bed late at night and then afterwards, deliberately keeping myself awake, praying that I wouldn't die until I had been able to 'repent of my sins'. The mental pain was indescribable.
