I don't think the church wants to control members' sex lives. They want to control their feelings of guilt.
Religions like Mormonism depend upon people feeling sinful and in need of redemption. But only a small proportion of society does terrible, evil things. So Mormonism inflates the seriousness of nearly universal desires and behaviors — like sex. You aren't actually fornicating or committing adultery? Okay, but are you having sex by yourself? BAD! Do you think about sex at all? BAD! Confess your evil evil nasty sins so The Church can save your pitiful, broken, helpless soul. Just grovel and jump through these hoops.
The first law of heaven is obedience. Follow the prophet. If a church can make a person feel sinful and make the members come to them for the repentance process the church can controll them.
