That's what they called it in the headline - "the Surrender Dorothy bridge".
In the slim chance that somebody here is not familiar with that bridge, it is on the Washington DC beltway, and as traffic comes around a corner the Washington LDS temple rises up above the trees, looking like Oz. There is a railroad bridge at that point.
Originally, another bridge close by (50 to 100 yds?) with a chain link fence was the first Surrender Dorothy. Some Catholic schoolgirls were putting on the Wizard of Oz, and put that message on the fence by stuffing paper into the fence weave, as a prank.
Since then, that message has appeared various times on the railroad bridge. The railroad, or somebody, having no sense of humor, keeps painting it over. Various other messages have appeared too. That's what the article is about.
Oh, yeah, and the WaPo used the word Mormon. Several times. Jesus cried.
