To be fair, I think this is a constant topic of conversation in the western U.S., both for Mormons and non-Mormons. I don't think that letting your lawn die is the solution either. If you are not going to go with a lawn, then you need to put some thought into attractive desert-scaping. As the population continues to grow, IMO the issue will be forced.

Most people water their lawn way too much. Also plugging a lawn and adding some peat moss in the spring is a big help. The peat moss will help the soil retain water. Also leaving your lawn longer when it gets over 90 degrees is a big help.

It’s called water management. You can have green things with less water if you know how to manage your resources.

My Mormon neighbor put in artificial grass so now his lawn is like his church. Pretty but fake.
