These people are legal adults
If they are unwilling to stand up to the heirarchy and say "It is not worth my life to go out in that kind of heat because I don't want to die from it" Then the result is on them.
I would be willing to wager a large sum that the mission president is not out there riding alongside them.
Remember they are unemployed, self sustaining, volunteers that are covering their own expenses and are totally uninsured against any accident or illness.

I’m 64. I really wonder what would I have done at 20, if I had stayed at Ricks College for three more semesters and gotten my associates degree. Would I have jumped on the mission band wagon or just continued my education until my bachelors?

But, I never would have learned Spanish or discovered my latent language learning ability. If so, I would not have been a linguist in the Army. I would not have become a world language teacher in secondary school. What would a I have done with my life? IDK.
