Yeah. The Prophet operates in very narrow constraints. The terms of those constraints are dictated by the social climbers of Riverton, Utah. If Russell were to try anything innovative or unapproved you would see the fireworks from Kolob. But the system is set up such that only the safest people get to the top. And then his job is to be a figurehead whose main job is to confirm those social climbers in their ego trips.

Russ, and/or his minions, get to count the money & remind others to give more $, donate their wealth while living & their assets after they die;
He also occasionally get to meet with other global faith leaders!
During U.S. election seasons, he might get a phone call from a level C assistant who asks Russ how things are in Zion, but no real conversation of any realistic purpose...
You'd think a prophet with a phone line to God would come up with significant things that actually matter. Out of all the world problems, you'd think God could actually help with a few things. But no.
God can only reveal dumb things like where to build the next temple. It's right up there with God showing Himself by allowing the image of Mary on a piece of toast.
