I know you meant the OP as light humor, but only about one fourth of Idahoans are mormon, with most of them living in the south-east corner of the state, so it's not surprising that there are smoke shops.
I don't know about now, but some years ago Boise had a reputation for its high consumption of another substance that is smoked.
That reminds me of the joke Lewis Black of "The Daily Show with Jon Stewart" fame made in his special showing on Comedy Central about the seven casinos in Wendover, NV on the Utah border being necessary to accommodate all the Mormons sneaking across the border to get some gambling in.
Maybe those are for the sick cattle, too. ;) ...or for the children. Yeah, that's it. To help the children.
