Now I get it.

Using your hand (which radiate priesthood power) to pleasure yourself (the source of priesthood power) creates a closed loop of priesthood. Seeing as the priesthood is for helping others (or something like that), amping up your priesthood joules by amping up your priesthood jewels is an abuse of the power.
