So, these missionaries who will be giving guided tours of meetinghouses

The missionaries who will be staffing the meetinghouses, giving guided tours, and using the ward computers (monitored, of course!) -- these are no doubt going to be those considered at risk of breaking mission rules, getting into trouble, or LEAVING. They don't want these kids running around loose looking for something to do.

Elder So-and-So has a weak testimony and acts like he doesn't really want to be there? Stick him in the chapel under close supervision so he's less likely to make a break for it & fly home.

Within months, mishies assigned to the meetinghouses will be snubbed by their peers as low-performing, unworthy, and of lesser status.
