If I just know the neighborhood, can I find out who the Bishop is?

And, if so, can I find out how to contact him? email, phone, etc?

somewhere on lds.org. I had to find my daughters bishop when my daughter was down in Oceanside,Ca and having medical problems. I needed to make sure she had some medication. So try that..You can at least find the ward if you enter ward finder in the search bar.

If you don't know the bishop's name or address, you can telephone the church records office in Salt Lake City at 801-240-3500, or toll-free from outside Utah 800-453-3860, extension 23500, give your address, and ask for the name and address of the bishop in whose ward you are living. You may also be able to find his name and address in the telephone directory or by telephoning any ward in your town.

Go to lds.org.

Down the left hand column there's "Quick Links" and "Meetinghouse locator". Click on Meetinghouse locator.

Up pops LDS Maps.

Put the address in the search bar.

It will tell you to what ward and bishop this address has been assigned. Just click on the meetinghouse symbol and then "leadership".

I hope that helps.

You call the Church office building in SLC. Tell them the zip code and they will tell you the bishop name and address and phone number.
