When Paul converted it was. "Christianity" was a term that hadn't been invented yet. "The Jesus movement" was a better term for it. The Jesus movement and Jews parted ways over gradually over a long period of time, see

Ie "the council of Jerusalem" in 50 CE, long after Paul's conversion.

Once again, long after Paul's conversion.
The conditions required for the persecution of the Jesus movement, and the miraculous conversion of a chief persecutor simply didn't exist at the time of Paul's conversion.
