Keep in mind, "better than most" only means 24th place or better. So it's not a very high bar.
"Business Insider" ranks Utah 9th out of 50 (yes, that's "better than most") for Q4 2017.
It was topped by MA, CA, ID, HI, TX, CO, WA, and (shock!) Washington, D.C.
Now, you might not agree with HOW they ranked. Using different metrics, the rankings would be different. If you were ranking by, say, worker wage growth as a measure of a "good economy," Utah would be much closer to the bottom. So pick yer poison :)
