I am, admittedly, the worst at organizing especially good information on Mormonism that comes to me from dozens of sources. So, I'm back again, asking for another piece of information that I know I read within the last year. It was a piece that had been lifted from the written instructions given or sent to Mission Presidents that, in part, told the Pres. what NOT to talk about or to report on their income taxes. It seems to me that the document also reported on all the financial perks, like free college tuition, free plane flights back and forth for children going to college, etc. Does anyone remember that, and does anyone have a copy of that? I'm getting some questions by questioning Mormons who have heard rumors of this.

I ran a Search on some of the terms in your OP and came up with these threads from about eight months ago, all referring to the MP's Handbook:

copy the link, remove the *

There are a couple of links in the comments section of this post that claim to provide the opportunity to download a PDF of the 2006 edition of the Mission President's Handbook. I don't know if they work. The blog post cherry picks the naughty, extravagant parts of the handbook.

This article lists various quotes from the handbook about their financial perks, from a viewpoint of justifying them as reasonable expenses you don't have to pay tithing on.

There's a part at the end that quotes the manual referring to tax arrangements.
