It was Richard G Scott from a 1992 GC talk.
https://www.youtube.com/watch?v=mXR4XiA5eoc&feature=shareI clearly remember it because I was serving a mission and we were co-teaching a single lady with a combination of sister missionaries and the senior missionary couple. It was the senior missionary couple that had picked up this lady to travel to a stake center and she heard it and other boring talks. I have long suspected that Scott's talk (and it made me feel uncomfortable as well) played a role in her decision to drop us (the missionaries) like a hot potato.
