Studies show that the vast majority of sexual assault cases are committed by repeat offenders. This is why the Duggar's actions are so dangerous. Statistics say they are enabling a serial abuser.

Source: The Hunting Ground, A documentary by Kirby Dick. I only saw it once, so I can't remember the primary source that flashed on the screen. The documentary will air on CNN in the fall. I've heard studies quoted that go down to 4% and as high as 13%.

This is likely one of the studies used for the statistic.
