Tender as in legal tender; money. Tender mercies = money raining from heaven. Blessings personified in coinage and bills. They want some of those gold plates for themselves.
I often hear Mormons from Utah and Idaho use the word "tender" to mean a babysitter.
The first time I heard it used that way, I had to ask the woman who said it what she was talking about. She said, "You know, I need a tender to tend my kids while my husband and I go out on a date."
I'm sure it's just a regional/cultural use of the word. I never heard "tender" used that way until I moved to Utah.
Yep, I've heard it used that way in Utah, too. Specifically Utah County. Teenagers actually say things like, "Friday? Oh, I can't, I have to tend." Seems to be used as a direct replacement for "babysit."
One of my FB friends posted on her wall over the winter: "My kids have all been sick this week, but we woke up to snow this morning. I love the tender mercies of the Lord!"
I don't remember ever hearing "tender" used all that much when I was a kid. Of course, I grew up 2,000 miles from Utah. It seems to have started with Bednar's "tender mercies" talk. He pointed it out in the BoM and suddenly everything became a tender mercy to Mormons. My TBM wife and her family say it quite a bit, and it drives me crazy! You called every good thing in your life "blessings" for 50 years, but now they're all "tender mercies"?! Save yourself a word and some embarrassment and go back to "blessing"! Even if I don't agree, I'll stop mocking you behind your back.
Tender Mercies is not exclusive to Mormons. There are 13 references from the Bible (mostly from the Psalms).
After my Dad passed away in February, and I shared some cool experiences (on FB) that helped us heal, many of my non-LDS friends stated that the Lord was showing us tender mercies.
I never heard the term "tender mercies" growing up but it seems like I hear it now, all the time, about anything good. Overuse of any word makes me crazy. But this one has GOT to go because it's not only overused, it's so antiquated it's like talking to Amish people.

I've been out of Utah and the cult so long that I never heard a mormon talking about tender mercies of the Lard. Seems to me it's just another way of saying "we're so special." You know, when good things happen to mormons, it's the Lard's tender mercies. When good things happen to the rest of us it's just coincidence.
My guess is the trend started when some GA used it in a GC talk. And, it was decided in the collective subconscious of the collective that by using this word, it makes you sound more righteous. Kind of like using the word "even" incorrectly, or the GC vocal intonation that drives most of us crazy. ARGHGHH!H!H!H!!!
