All of the ones I have been to have it and for the most part it's open (like accessing non lds sites) just has a password (you could google it and find out what it is)
My current ward building and stake building have wifi and it's open. However it's some odd set up upon connection Auto loads a page (even on tablets and smartphones) and is a special version of the Sunday school and my year rs and priesthood lessons. No way to try and access anything.

I'd seen that posted here a number of times, so I decided to try it out on my local chapel. Drove over there (only about 2 blocks away), parked in front. Got the wifi signal on my tablet. Used the "Pioneer47" password -- got in. Free wifi! RfM was *not* blocked! Another ex-mo site (mormon think) WAS blocked.
When I do go to church, I seem to be able to access anything that I want, including this site. Oh wait - Steam chat once. I haven't tried naughty stuff.
Most churches - and business - have 'private' & 'guest' networks and some have 'open' or free access.
Speaking broadly, the churches that want it or "need" it - and can afford it (Mormon churches can because of how they take members money and distribute it upstream) - have it, if it is available in their area.
