The only thing to add was from one of the comments on the article that the ban on an ordinances for minors is to avoid the shaving two fathers etc on the record sheet in case of any legal comeback.

Case closed. Rock can waffle a bit but he really nailed this one.

One could look at the policy as a form of blackmail. The church realizes that it can't just X someone who is gay. It's not their fault they have those feelings. However they want to control those with gay feelings further by threatening their young.
You can be gay, but you must commit yourself to misery or your children will pay. It probably won't even stop there. For those who are gay and still believe, the church most likely will further force those parents to give up their children, either by giving full custody to the non-gay parent or give them to some other parents.
