Lesser known scripture parallels Bible - LDS

Both Bible & D& C say that restitution should be 4 X the value of something wrongfully taken;

also,

Both say that 'God is no respecter of persons' (meaning/application =?)

How do we read the current use or ignoring of these scriptures?
Is there any current or recent on-the-ground relationship?
