Probably. And it could be booted as unconstitutional. Though I wouldn't assume that SCOTUS won't uphold it. Remember there is hell of a lot more case law concerning religious expression than there is on LGBTQ+ issues.
And, of course, it depends on who is on the court when it gets there. As of this writing, there are three judges at or over the average life expectancy, so the present POTUS could very well be appointing another one in his first four years.
I'm very concerned about the conservative resentment raging in the land. They won't be happy until the Supreme Court is stocked with blokes even further to the right than Scalia. Jurisprudence be damned on this quest to restore America to its "original Judeo-Christian values."
