In the first trimester, abortion is legal no matter what the reason.
Period.
Even if the reason is, "I don't want to have a Down Syndrome child."
They can pass their "heavenly father" bill.
It won't stand up to a legal challenge (something the proponents admit).

I think it is a credible analysis to suppose that a conservative SCOTUS will overturn Roe v. Wade and abortions will become states' rights matter, which will create a new tourist-destination industry.
I don't.
Around 70% of Americans don't think Roe v Wade should be overturned. The "no abortion at all" crowd in the US is vocal but tiny. With that much support, I can't see any politician sticking his neck out to support bringing a "test case" to SCOTUS.

Only in Utah? I can see this tried in Kansas, Texas, Indiana and a few other states. However, Utah has the monopoly on these kind of bills that cost us taxpayers to defend them (usually losing). Same thing with SSM.
Indiana already has - it is currently blocked by federal court.
