I read this article last night about a landlord in Provo who bought a building, did not secure proper licensure or inspections, and then, when a gas leak was discovered, cut off his tenants' heat. They've been using space heaters, which cause the circuit breakers to trip. They also can't use the dryer in their building because it runs on gas.

I'm guessing this place is church approved, though...

Proper tenant reaction:

Jump through the rediculous local landlord favoring rules and prepare to move.

On moving day...

Carefully remove a few electrical outlet covers. Carefully loosen the plastic box containig the outlet. Loosen enough to make enough space to drop pieces of raw, frozen chicken into the wall void below the electrical outlet.

Replace outlets.
