Church PR question.

Who hires church PR? Does it in any way involve the brethren? When it comes to handling the affairs of the church in the Church Office Building, are we dealing with a separate circuit of men and women who have been hiring themselves in a small business hierarchy for years now?

The church spokespeople report directly to the q15. This directly from arecently past spokepserson's mouth. I would assume they also make the hiring decisions.
